Title III

Title III is a federal program in the Department of Education.

“The program helps eligible Institutions of Higher Education to become self-sufficient and expand their capacity to serve low-income students by providing funds to improve and strengthen the academic quality, institutional management, and fiscal stability of eligible institutions.

Funds may be used for planning, faculty development, and establishing endowment funds. Administrative management, and the development and improvement of academic programs also are supported. Other projects include joint use of instructional facilities, construction and maintenance, and student services.” (source: Title III website)

Programs

Hanaiaulu: Feed and Grow, Nurturing Student Parents and STEM at Windward Community College through renovation.
2015-2019

Activities:

  1. Strengthening STEM student success through facility renovation and curricular improvement.
  2. Strengthening student success through the development if a student parent center to holistically serve student parent needs.

Kahua Ho’ona’auao: Foundations of Knowledge Building
2016-2020

Activities:

  1. Kahua Ho’onui’ike: Foundation of Increasing Knowledge (Dev Ed Coaching)
    Increase the participation and completion of students, particularly Native Hawaiians, low-income students and those from underserved regions. (Hawaiian Graduation Initiative)
  2. Kahua Pa’a: Solid Foundation (Hawaiian Language Coursework)
    Develop, research, educations, and training enterprise that addresses the challenges and opportunities faced by Hawai’i and the world. (Hawai’i Innovation Initiative)
  3. Kahua ‘oihana: Workforce Foundation (Evening & Online Cohort)
    Provide a diverse student body throughout Hawai’i with affordable access to a superb higher education, being a foremost indigenous-serving university and advancing sustainability. (High Performance Mission Driven System)

Mala Aʻoaʻo Kaiaulu
2016-2021

Activities:

  1. Ke ʻAla Hele o Ka Naʻauao “The Pathway of Knowledge”
    Develop a Hawaiian language based curricular pathway, which includes both a short-term certificate credential for Hawaiian language paraprofessionals and substitute teachers, as well as an associate’s level credential, which can lead to baccalaureate transfer.
  2. Na Kaunoʻo Aʻoaʻo “Centers of Instruction/Learning”
    Create community-based Hawaiian language centers to provide pathways to college through partnering with and leveraging current K-12 language learning centers.
  3. Aʻahu Noʻeau “Armor of Wisdom”
    Provide professional development for WCC instructors in order to increase WCC’s capacity to offer Hawaiian medium instruction.

Pu’uhonua Places of Sanctuary
2017-2021

Activities:

  1. Na kauno’o – ‘Apuakea (WCCC) ame Kaniko’o (OS/HYCF) – College Centers
    Create college centers of learning for incarcerated and at-risk (disengaged from school, academic risks and/or failures) students for secondary schools on the windward side.
  2. Waihona Hoʻona’uao – Building the Education
    Create college credit curriculum specific to these populations that leads towards a degree or certificate appropriate to the specific population. (WCC Psychosocial Development Certificate, HYCF Boys: AA Liberal Arts with Art Concentration or a Certificate of Competence in Art, HYCF Girls: STEM Certificate of Competence – Plant Food Production & Biotechnology, OS: Liberal Arts)
  3. Kako’o haumana – Supporting Students
    Develop appropriate student support strategies to promote college success for these populations.
