Comment 1. Baseline numbers/percentages are necessary to provide clear picture of what needs to be achieved; e.g. is the number of aid recipients making SAP of mild or great concern?
Comment 2. If we are using percents for most of the the increases, shouldn't we use a %-increase for the dollar amount, too? "...increasing the total amount of PELL aid disbursed by 38% (or whatever)..."
