Comment 1. I found this (and the others that talk about average GPAs) confusing. Is the goal to increase the number of Native Hawaiian transfer students who are getting a GPA of at least 3.14 (in which case "average" should be deleted because you wouldn't be averaging the GPAs but just measuring those who have a particular GPA) or is the goal to increase the average GPA of Native Hawaiian transfers (in which case the sentence should probably read "Increase the average GPA of Native Hawaiian transfers to UH System and non-system baccalaureate institutions by 5% per year compounded.")
